Safety certificates for sports grounds

If you operate a sports ground that holds more than 10,000 spectators, you may be required to hold a safety certificate.

Applications and amendments for sports grounds certificates

In Devon or Somerset contact us to apply for a safety certificate or amend an existing one. Contact Plymouth City Council or Torbay Council for venues in those areas.

You will also need to provide access to the following documents:

  • Location/site plan.
  • Risk assessment.
  • Contingency plans.
  • Safety policy for spectators.
  • Electrical certificate.

A safety certificate may be either:

  • a General Safety Certificate issued for the use of a sports ground for a specified activity, or activities, during an indefinite period
  • a Special Safety Certificate for the use of a sports ground for an activity not otherwise covered by the General Certificate on a specified occasion or occasions.

Fees shown below are a starting guide. Additional costs will be incurred where extra work is required – for example: additional Safety Advisory Group (SAG) meetings, group involvement, inspections or reviewing documents. We recommend contacting us as early as possible to get a more accurate estimate for your event.

Work for each event can include:

  • SAG meeting/s (number as appropriate)
  • Event management plan audit
  • Pre-event inspection
  • Issuing the safety certificate
  • Inspection during the event
  • Any other work required according to the event.

These fees exclude the additional mandatory publishing of a notice in a local newspaper. We will recharge the cost of this to you.
